From April 4 to April 5, 2026, the Research Laboratory Actively Participated in the Organization and Delivery of an Intensive Seminar Jointly with Gujarat Maritime University (India)

Daria Zavershinskaya (PhD student, HSE University) and Irina Teterina (Research Intern, Research Laboratory) were invited as speakers.

Daria Zavershinskaya’s presentation examined the application of the police powers doctrine in investment arbitration related to sanctions and counter-sanctions as a tool for protecting states against investor claims. In particular, Daria analyzed the legal nature of this doctrine (custom or interpretive tool), its impact on treaty-based investment protection standards, as well as the criteria for the lawfulness of regulation, including good faith, non-discrimination, and a high degree of deference to state action in the sphere of national security.

Irina Teterina’s presentation focused on a comprehensive legal analysis of e‑commerce and cryptocurrencies as part of this process within the framework of WTO and RTA regulation. Specifically, Irina examined the degree of sufficiency and proportionality of existing WTO agreements and the E‑Commerce Agreement with respect to digital trade regulation, also analyzing regional trade agreements, and determining the legal nature and place of cryptocurrencies in digital trade.

The event made it possible to share with colleagues from the Indian university the understanding of the issues raised in investment arbitration and international trade law. The seminar participants actively supported the discussion, and the leadership of Gujarat Maritime University, in turn, expressed gratitude to the speakers.
