The Alcoholic Beverages Market is Expecting New Rules
On January 14, 2017 Anna Dupan, director of HSE Institute of Legal Regulation, took part in a Gaidar Forum panel discussion on the "Regulatory Options of the Alcohol Market and Their Socio-Economic effects".
The hot discussion was built around the report evaluating the socio-economic and fiscal results of the various regulatory scenarios for this market in the Russian Federation until 2020.
The agenda also included the production dynamics and beer consumption factors in Russia, the excise tax and the separate regulation of different alcoholic beverages.
The discussion was moderated by Sergei Prikhodko, Executive Director of the Gaidar Institute for Economic Policy. Among the participants were representatives of authorities: Alexey Sazanov, Director of Tax and Customs Policy Department of the Ministry of Finance of the Russian Federation, and Vadim Zhivulin, Director of the Regulatory Impact Assessment Department of Ministry of Economic Development of the Russian Federation; as well as business representatives: Kirill Bolmatov, Corporate Relations Director for "Heineken Russia", and Alexey Kedrin, " Baltika Breweries" VP Corporate Affairs Eastern Europe.
Anna Dupan spoke as an expert on contemporary trends of the global alcohol market regulation. She also shared her proposals for reforms in the regulation of this market in Russia.
