On April 24, 2026, the All-Russian Scientific and Practical Conference "The Evolution of Criminal Justice: Traditions, Innovations, and Prospects" was held at the Department of Criminal Law, Process, and Criminalistics of the HSE Faculty of Law. The event brought together leading legal scholars, practicing lawyers, representatives of law enforcement agencies and the legal profession.

On April 24, 2026, the All-Russian Scientific and Practical Conference "Evolution of Criminal Justice: Traditions, Innovations, Prospects" was held on the basis of the Department of Criminal Law, Process and Criminalistics of the Faculty of Law of the National Research University Higher School of Economics
Welcoming remarks were made by: Acting Adviser to the Minister of Internal Affairs of the Russian Federation, former Head of the Russian Bureau of INTERPOL, Honored Lawyer of the Russian Federation,Doctor of Law, Professor Vladimir Semyonovich Ovchinsky, President of the Russian Bar Association, Chairman of the Science Committee of the International Congress of Industrialists and Entrepreneurs, Doctor of Law, Professor Igor Leonidovich Trunov, Director of the Antimonopoly Regulation Department of the Eurasian Economic Commission, Chief Researcher at the Institute of Economics of the Russian Academy of Sciences, Doctor of Law, Professor Sergey Vasilyevich Maksimov, Director of the Autonomous Non-Profit Organization "Scientific Research Institute of Legal Policy, Chairman of the Presidium of the Trunov Bar Association, Aivar and Partners, Doctor of Law, Professor Lyudmila Konstantinovna Aivar.
The conference was opened by Sergey Vladimirovich Rastoropov, Head of the Department of Criminal Law, Process and Criminalistics at the HSE Faculty of Law, Doctor of Law, Professor.
The main part of the conference was moderated by S.V. Rastoropov, Head of the Department of Criminal Law, Process and Criminalistics of the HSE Faculty of Law, Doctor of Law, Professor V.M. Yakovleva, Deputy Head of the Department of Criminal Law, Process and Criminalistics of the HSE Faculty of Law, Director of the Department of Antimonopoly Regulation of the Eurasian Economic Commission, Chief Researcher at the Institute of Economics of the Russian Academy of Sciences, Doctor of Economics PhD in Law, Professor S.V. Maksimov.
In his speech, Doctor of Law, Professor S.V. Rastoropov drew attention to the fact that the role of information in the life of individuals, society and the state in recent years has not only increased significantly, but has partly become one of the foundations of development. The process of formation of an information society based on information and knowledge has begun in the Russian Federation. Information technologies are becoming a tool of labor in the information society. At the present stage, the legal means of ensuring the information security of the Russian Federation include the need to prepare and adopt new regulatory legal acts, as well as clarifying existing conceptual and doctrinal documents that would adequately reflect Russia's national interests.
The conference discussed problematic issues of the relationship between criminology and criminal law, methodology in criminal law and criminal procedure science, the impact of digitalization on the Criminal Code of the Russian Federation, the transformation of criminal legislation and the search for hidden systemic patterns, defects in criminal lawmaking and ways to overcome them, the stagnation of modern Russian criminal justice, the protection of the rights of victims in criminal proceedings., ensuring the legality of the verdict by the court of cassation.
The conference was attended by leading scientists from the Higher School of Economics, Lomonosov Moscow State University, Kutafin Moscow State Law University, MGIMO University, Kikot Moscow University of the Ministry of Internal Affairs of Russia, the Russian Ministry of Justice RPA, the Academy of Management of the Ministry of Internal Affairs of Russia, Lebedev Russian State Unitary Enterprise, Chief Researcher of the All-Russian Research Institute of the Ministry of Internal Affairs of Russia, Doctor of Law, Professor, Honored Scientist of the Russian Federation (Moscow) Mikhail Matveevich Babaev, practitioners, experts of the Prosecutor General's Office of the Russian Federation and lawyers. 
The second section of the conference was provided to young scientists (postgraduates, masters and students), moderated by Professor Pavel Valerievich Agapov, Professor of the Department of Criminal Law, Process and Criminology, Doctor of Law, Professor.
The discussion at the conference turned out to be lively, interesting and fruitful. We would like to thank the participants and hope for further cooperation!
