Seminar 'Right to Privacy in Cyber Age: Positive Obligations of States with Respect to Mass Surveillance'.
Advances in information technologies facilitate communication and information-sharing and overall improve our quality of life. But at the same time new technologies are vulnerable to electronic surveillance and interception and can be abused.
The report will be focused on positive obligations of states with respect to mass surveillance – such as positive obligation to create a legal framework for the effective protection of privacy rights against interference or attacks, obligation to investigate this interference or attacks regardless of whether they come from the state itself, foreign states, or private actors. In the presentation both existing practice and legal requirements for mass data collection schemes will be overviewed.
